Authority

The Department of General Services was created by the Stated Legislature in 1963.  The 1963 statute was recodified in 1965 and the purpose, power, duties and responsibility of the Department are now set out in Sections 14600 through 14973 of the Government Code.  The Building and Property Management (BPM) is in the Real Estate Services Division of the Department.

Responsibilities

  1. To establish rules and regulations for the government and maintenance of State Building and Property Management (Government Code Section 14685).
  2. To Provide custodial service, window washing, and building maintenance (including heating and air conditioning) to State buildings under the jurisdiction of the Department of General Services and to State-owned buildings in the jurisdiction of other departments.
  3. To maintain Capitol Park.
  4. To maintain the grounds surrounding buildings and parking lots that are under the jurisdiction of the Department of General Service or other State departments.
  5. To maintain the State Burial Grounds (Government code Section 14703).
  6. To provide special services to tenants such as: minor repairs to office furniture, moving furniture, minor building alterations, making keys, making nameplates, etc.
  7. To provide consultation and assistance to other State departments entering into contractual agreements for Building and Property Management maintenance and operations (including elevator contracts for non-institutional facilities.)
